I cannot update the security code for my credit card payment method for my 1Password account
In Safari iOS (on iPad), I navigate to the Billing page. I tap on the edit (pencil icon) for my payment method. For my payment method I tap the Edit Payment Method. There is a little “spinning wheel” for about 3 seconds, then the dialog control closes and I end up back at the Billing page. So, ultimately there seems to be no way for me to edit the payment method.

I should add that I tried accomplishing the same task on Windows 10 in the Chrome browser, and the same problem occurred.

Can you try navigating over to the "Billing" section of your account on 1Password.com, and then add this payment method as a "new" credit card?
