SSH approval prompt opening behind all windows on desktop

I find that very frequently on Windows, the approval prompt for authorizing my SSH keys for an application appears behind all windows. This means I have to notice that the 1Password taskbar icon has a red-dot-notification, right click it, and click "approve SSH request" to surface the prompt and finish the approval.

This happens nearly 100% of the time when asking for approval for SSH sessions and git commit signing in VSCode, and happens infrequently for other types of requests, in my experience.

I observed this behavior on the Linux desktop client as well, but I kind of expect window-ordering misbehavior due to window manager growing-pains. I was surprised to see this happening so much in Windows as well.
