Account Frozen - But subscription paid

I am absolutely at loss of words. There have been multiple issues related to billing. Earlier there were 2 subscriptions for my 1Password account, which I asked Apple to fix (one was related to 1Password 7). Now, they are charging me for 1Password 8 every month, but the account remains frozen. This has been the case for almost 3 months now, where I have paid but no access to paid version. No answers from Apple for 2 queries sent so far. Amount for the month of August is deducted, but my 1Password Account still remains frozen. Please support.
