op signin doesn't seem idempotent

Hello.
I am using op version 2.20.0 on Mac Ventura 13.5 and doing a manual install (so just the CLI not the app). My shell is zsh 5.9.
Basically did the following:

brew install 1password-cli
op account add --address my.1password.com --email <my email> --secret-key <my secret>

eval $(op signin)

After this, every single time I call "eval $(op signin)", it always asks for my password.
This is not what I was expecting after reading the docs. In theory, it should only ask for my password if I am not signed in anymore.
For CLI issues, where is the best place to raise an issue?
