    I was having this issue.

    1Password: 1Password for Mac 8.10.13 (81013005)
1Password Extension: 1Password in the browser 2.15.1 21500107, on STABLE channel
    Safari: Version 16.6 (18615.3.12.11.2)

I created a Google passkey, it appeared to save correctly into a 1P record, but then when I tried to log in with it, I was presented with a QR code.

I deleted the passkey in 1Password and from Google, and it wouldn't allow me to create a new one. I could select the record to save it to, but then the 1P extension showed that it failed and I was presented with the iCloud save prompt. Upon canceling that, the google passkey process failed. I menu-icon-quit 1Password and quit Safari, restarted, and it persisted.

That seems to have self-resolved. Time? Unclear.

...I just tested it and...it works this time. Huh. Very odd. If I run into any other issues I'll follow up.
