How do I download a document from the linux app ?
When clicking on the download button in the app it flashes blue , then nothing.
If I use the chrome app I can download the file
1Password Version: 8.10.16
Extension Version: 2.16
OS Version: KDE Neon
Browser: Chrome

I've noticed in other parts of 1Password (e.g. generating a diagnostics file), 1Password provides no visual indication that anything has happened, yet the file does actually get generated. Check around in your home directory and use the find command, etc. to see if you can locate the file.
For diagnostics files, 1Password puts those in ~/Desktop by default, at least on my system.
