Azure SSO/account recovery error 400

One of my users is receiving an error after being sent a recovery link during the process of moving them to Azure SSO. The error is "Something went wrong trying to recover your account". Details are "400 (registration_bad_request: getIdentity failed to ExchangeCode: forbidden: invalid_grant...". This is using the same process which has worked for other users. We've tried on multiple browsers
