Yubikey limit on some browsers?

Hi, I registered three Yubikeys with 1Password for my 2FA. When I try to log in to 1P on the web using Brave browser, Yubikeys "1" and "2" work. For Yubikey "3", 1P tells me it isn't registered and to try another Yubikey.

I removed and re-added Yubikey "3" to my 1P 2FA but that didn't help. Yubikey "3" works for other website logins on Brave.

Is there a limit to the number of Yubikeys that can be registered for 1P login? I still see options to add more security keys.

Yubikey "1" (works) is USB-A used with USB-A to C adapter.
Yubikey "2" (works) and "3" (doesn't work) are both 5C NFC keys.
