CLI allows to duplicate tags

When adding a TAG to a item, CLI should verify first if the item already have that tag, it not, then add it

1password app doesn't allow to add the same that, so CLI also shouldn't.

    Hey @fernandog , thanks for sharing this. I can reproduce this on my end as well - I would've expected that it wouldn't duplicate the tag either. We've raised this to the Development team to get things patched up. Thanks again for bringing it to our attention! 😄
