How to apply 1password settings individually

Is there a way to change policies and settings for each user or group from the 1Password management console?

Looking at the settings screen, it doesn't look like it's possible, so please let me know if there is a way.

(There was a request to separate app usage and firewall in the policy on the settings screen for each group.)

If there is no way to do this and there is no choice but to separate tenants, would it be possible for tenants A and B to build a trust relationship and share passwords with each other?
