Viewing a document instead of an icon

I prefer to view the PDF or JPG I attached to a document rather than an icon. Yes, I can preview the file on my Android, not on desktop though--only download. I keep digital versions of my vehicle registration, insurance cards, driver's license, etc. where a visual card is necessary and not just the reciting of a number. Is there an easier method to view attached documents in Android rather than having to preview and is there a method to view on the Windows desktop without having to download?
