"no items to show" in browser even with exact url match

I have a 1password login item with URLs https://admin.mentava.com/login/ and https://admin.mentava.com/signup/ . Both URLs have "AUTOFILL BEHAVIOR" set to "Fill anywhere on this website".

When my Firefox browser is at https://admin.mentava.com/signup/ , the 1password thingy for the username field says "no items to show" when I hover or click on it.

When I am at https://admin.mentava.com/login/ , the correct item shows.

Why does the 1password browser extension not show the item at the signup page?

    1Password in the browser detects clues in the website's code to determine what to autofill in fields. Since this is a registration form, the 1Password extension offers emails from Identity items instead. Here's a screenshot for reference:

    Does 1Password support using credentials from a login item to fill in a registration form? Lots of times I create login items in 1Password before doing the registration in the browser.

    An Identity item should be suggested if the 1Password extension detects clues specific to creating/signing up for a new account in a field. Otherwise, it could offer your Login item if the website URL matches.
