Why can't I add team members without a primary domain email address?

I have setup Microsoft SSO to make logging in easier for our primary domain users (user@primarydomain.com), but I am not able to add team members that don't have a primary domain email, like user@xyz.net. The invitation email works, but when they click on the Activate your account button, it takes them to a login with Microsoft page, but they don't have a Microsoft account to login with.
