Migrating from Individual to Family Plan
To keep it simple for my non-tech wife, I have the following questions. First, we have both been using a Personal 1Password account only on our Windows desktop and it works great since we want access to the same passwords. If Windows restarts, we only have to unlock the personal 1Password account. That keeps everything simple. But what if we want to use 1Password on each of our mobile devices? I assume that requires a family plan with a shared database? But what happens when Windows restarts and we have to unlock 1Password? Which account do we use?

You can install the app on multiple devices and log in with the same credentials everywhere. No family account necessary.
Beware that you will be sharing everything in the account, not just passwords. Probably not different from what you’re doing now.

Sounds like MerryBit has some good advice for you. If you did move to a Family membership you would each unlock with your respective passwords. That said, I'm inclined to think the same thing as MerryBit. You can likely make use of an Individual membership if you're looking to share everything.
