secret reference permission

Hi, guys
I have used 1password.

I found something like "secret reference" in OTP, which seems to be OTP seed.
I only gave him view permission.
To be exact, I only gave him "View Iteams" and "View and Copy Passwords" permission.
Is it normal for someone to be able to see OTP seed when he only has 2 permissions?
If I don't want to share OTP seed with him, what permission should I give him?
