Apple doesn't provide a way to bundle iOS apps with Mac apps

Do I need to buy 1Password for iPad and iPhone if I already have 1Password in my MacBook Air?

    I recently purchased 1Password 4 for my MacBook Air, can the key be used for the iPad and iPhone?

    The iOS, Mac, Windows and Android versions are all independent.

    As @Uno_Lavoz noted the separate licenses are needed. I want to expand a little. In that the App store doesn't use license keys, and all licensing is handled thru the App store. As it stands now there is not interaction between the App store and the Mac App Store, if thats where you purchased the Macbook Air version. With no interaction between the stores there is no way to bundle any type of licenses.

    If you purchased from the web site, its further compounded as the App store (iOS) doesn't share specific purchase details with the developer. So there is no way to bundle the license here either.
