Can't Sync to Other Users on Same MacBook Pro

The 1P4 [Version 4.0.5 (405002)] vault for a second user on our MacBook Pro (OS 10.8.5) has no entries. In Prefs > Sync I Changed Syncing… and re-established Dropbox Sync.
