Unfilled items not letting me sort them to folders

I have created folders and followed the steps i have found to create a smart folder for un filed items (Create smart folder and set to folder is "blank", as well as setting it to folder is not and having a line for each folder and setting it to must meet all criteria)

When I try to put one of those items to a folder the number at top goes from 531 items (Number of unfiled items) to 719 (number of total items) even though its staying in the smart folder on the left side so it looks like it stays in the smart folder but it is moving the current folder to all items and is not actually filing the login to the folder I want it to go to the destination folder stays empty. I hacve even tried moving some things over from all items to a regular folder and it is not moving anything to that folder.

I have just made the conversion over from V3 to V4. How do I get this working?
