Can't upgrade version Pro 3.7.2 to 4.3.1 on Ipad mini with IOS 7.0.3

Hi there,
Appstore won't let me upgrade to 4.3.1 unless I purchase it as if it was my first install. I have version 4.05 installed on my Imac and it upgraded from previous version without any problem... What gives?

1P4 for iOS is not an upgrade: it is a new purchase.
