Cloud syncing says it happened, but it hasn't; Only wifi sync properly working
I have two Macs and an iOS device all using 1password. My iOS device was showing an error (that I no longer recall) with Dropbox sync, so I figured it was an opportune time to switch to iCloud sync. All of my devices are saying that they're synced (i.e. "last synced: 7 seconds ago"), but the data is not in sync—new and updated logins are not showing up. When I run a wifi sync, everything does sync as expected. Any ideas how to get iCloud syncing working correctly?
I've verified that all devices are signed into the same Apple ID. Restarting 1password and the devices has no effect.

I'm sorry 1Password's iCloud syncing is getting out of sync for you. You wrote:

Could you please clarify if 1Password data on each Mac system and iOS device is incomplete? After making a change in 1P4 on any of them is it not appearing on the others when only iCloud syncing is active? And after Wi-Fi syncing is 1P data current and accurate on any/all of them at least until you've made the next change? Have you tried disabling/reenabling iCloud syncing on any/all of them?

I experienced the exact same behavior. I had one iMac, one iPad, and one iPhone all syncing with Dropbox. It was working beautifully and then I got an error with Dropbox syncing and decided to switch to iCloud. All three devices said they synced and the data appeared to match on all devices. Then I updated several account on the iMac and added an account on the iPhone and none of the other devices got the changes. I decided to perform a wifi sync which worked perfectly and I figured it would correct itself. Then I made some more updates and added an identity - none of these changes synced to any of the other devices so I followed all the instruction on the troubleshooting page and waited. Then I waited some more. Finally, after several days, I tried the troubleshooting steps again (disabled iCloud documents and data, disabled iCloud syncing and reenabled it, etc) but it never synced (even though all three devices said they synced X seconds ago). I am so frustrated that I switched back to Dropbox and everything is syncing again. I've read that developers have trouble implementing iCloud syncing but this frustrating when we need to have our passwords up-to-date. I can't tell you how many clients I have recommended 1Password to - even at the current price. I'm now regretting this recommendation since I set them all up using iCloud...

Any idea what's causing this behavior and when it might be corrected? As I mentioned, I've configured numerous customers using 1Password and icloud and I really don't want them to experience this issue.

I do apologize for the trouble you've been going through with respect to syncing. Unfortunately, much about iCloud sync itself is still a black box to us. We are able to make use of the sync, but we can't see the inner workings so it can sometimes be tricky to track down where things might be getting tangled up. The good news though is that, while there are a few small issues we're seeing with iCloud (which is common for any new service), there are no major issues currently that your customers need to be wary of.
Of course, if they do run into any snags we're more than happy to help them out, and if you would like us to help you get iCloud sync behaving properly on your system, please let us know - we're here for you :)

Thank you, Megan. I was able to check with one of my customers yesterday and her iCloud syncing seems to be working perfectly. I'm not sure why mine stopped working but since dropbox syncing seems to be working fine, I will continue to use that.
