Long-time 1P User issues
Have used 1P-3x on Mac for YEARS. BUY 1P for iPad 3, ver 7x. Apple update OS to 10.9.1 - result: MAC 1P NO LONGER WORKS! Where was the Warning? Why such a short "CHEAP UPGRADE" period? GRRRR..... Good customer, but have to BUY AGAIN, FULL PRICE! This STINKS!
To CEO, COO, MARKETING: BAD BUSINESS DECISIONS! LOTS of pissed off users. Do it again and I'm GONE!

You can definitely continue using 1Password 3 for Mac, I think it should work fine on Mavericks. And AgileBits still offers customer support for 1Password 3 if you're having trouble.
But if you want to upgrade to version 4, I personally feel that AgileBits was very generous on the 1Password 4 upgrade.
All Mac App Store customers get 1Password 4 for free.
All website customers who purchased 1Password for Mac in 2013 get version 4 for free. That's a nine month free upgrade period.
And the special upgrade price for website customers who bought 1Password 3 before 2013 is $34.99.
That seems great to me, but that's too bad that you feel they are being unfair.
And if you did pay full price when you should've got the special upgrade price, AgileBits would likely help you out if you send them an email (support@agilebits.com). :)

I can verify that version 3 for Mac works fine under Mavericks.

Ditto to what @hawkmoth said, I still run either version from time to time.
Both can actually live side by side on the same machine.

I also wonder if 1Pwd is worth keeping if one has to spend so much time adjusting, seeking, changing etc.
It did not remember my pwd for this access, I had to use a Google entrance method.
Also when I checked for updates a report said it was up to date with 3.8 no mention of 1p4
What the heck is going on with this one time useful program?

There is no update to 3.8 so its behaving correctly.
Version 4 is a new app which requires a new purchase. Exclusions apply like have originally purchasing v3 in 2013 which may entitle you to a free upgrade for example.
Some of the issues you describe happened due to the need for the extension to sync its database with the main app. A huge portion like 98% of those should be solved with v4 as the extension now directly reads from the apps database.
v4 has a trial, I personally would suggest giving it a look and see how you like it. You can always return to v3 should you wish to do so.
