I create apple id but I use inactive email,I'm stock and I can't open my ipad air...

This sounds like a question for Apple, unless I misunderstand. You don't seem to be asking about 1Password, which is what these forums are for.
Can you log in to your AppleID from another computer? If you can, you should be able to change the email address for your Apple account there.
