iCloud sync problem [moved to email]

I have 1Password 4.3.2 on my iPad running iOS 7. Sync there is set to iCloud On, others off. If I press "Sync Now" it shows the little progress bar, and successfully completes with the message "Last synced a second ago"

On my Mac running Mavericks, I had 4.2 running in demo mode, 4.3 Beta 12 purchased from your website. I noticed it was not syncing properly - so I removed everything in ~Library/Application Support/1Password 4/ except the license, along with the com.agilebits plist files in ~Library/Preferences, to get back to the new install state. I click the I've used 1Password before button and select the iCloud radio button. Instantly, it returns a message of "Could not find 1Password information on iCloud. If you have 1Password running on another device, please make sure iCloud is enabled there."

Both the iPad and Mac use the same AppleID, the only one I have.

I read in another thread that ~Library/Mobile Documents folder must be present and it is.

While I'm sure can get the data across on WiFi, I don't want to. I really want iCloud syncing to work, but it isn't giving me any options to try.
