why new permission for Play Store billing

I just updated to the latest build (20140407), and it required me accepting a new permission for Play Store billing. Why is this permission required - I don't see it documented anywhere.

Hi @corvin! Beta 14 includes a new permission for Google Play billing but this permission is not directly used in our beta. It was included for internal testing purposes and you will not be charged on your Google Wallet account. Please let me know if you have any other questions or concerns. :)
