And to be clear, it wasn't due to the tethering notice, either. It's the same with or without.

Thanks for confirming that for us. We've done some testing here, and we can reproduce with the Chrome User Agent. Our Chrome User Agent is set for desktop mode, which complicates some things for this site. Please try setting your User Agent to Safari (iPhone) and the page should load properly.
I'm sure you've heard this already, but just in case you haven't, we've got a great new app extension coming for iOS 8 that will allow you to use 1Password from directly within Safari. This should make your mobile browsing experience even easier!
