Error in drag/drop TAGS field

It's a small issue, but if you re-position one TAG among others by drag-n-drop, the TAG being moved loses it's identity and takes on the identity of it's new neighbor.

For example starting as: | OREGON | TEXAS | UTAH |

dragging UTAH to the front becomes: | OREGON | OREGON | TEXAS |

dragging OREGON to the end becomes: | OREGON | TEXAS | UTAH | UTAH |
