Windows 7 PC not syncing with iPhone 5s

I'm an EA writing for the CEO...he has an iPhone 5s and 1Password syncs perfectly with his phone; however, it will not sync with this office PC Windows 7 Professional. I've been reading the problem could be because he didn't downloaded the PC before the iPhone? I'm not sure because there are so many possibilities. He will delete everything and start over....he just wants it all to work. Would someone try to help me out please? I would appreciate any help that comes my way.
