If you mean the AgileBits store and you go here what problem then prevents you from buying?
Please note, in passing, that if you need to use iCloud to sync with an iOS device you should buy from the Mac App Store because 1P5 from the AgileBits store does not support iCloud sync.
Edit: I'm sorry I see you referred to 1P4. In that case you can buy a licence for 1P5 from the AgileBits store then download 1P4 from the link at the bottom of this page. The licence will work with 1P4. I don't believe you can now buy the Mac App Store version of 1P4 if you have not previously downloaded it.

In reference to our web store Stephen_C is spot on :smile: you can purchase a 1Password licence and you're covered for 1Password 3 all the way up to 1Password 5 with 1Password 3 & 1Password 4 available for download in our legacy section of the download page he linked you to.
With Apple's Mac App Store it's a little more tricky. What I can say for sure is that if you have 1Password purchased and you try to download it on a machine running Mavericks it will realise you can't run 1Password 5 and download the last compatible version which would be 4.5.3. I know this because I've personally done it and with more than one program.
What I'm not entirely sure about is if Apple have anything daft that would stop you purchasing 1Password from a Mavericks machine. I can't imagine they would but it's hard to test because it's already in my purchase history.
