That is a bug in OS X 10.10.2 which has already been the subject of a bug report from AgileBits to Apple.

I can also confirm this behavior with 10.10.2. I hope it's a bug and not an intentional Apple-induced "feature" for the new OS X minimalist design trend.

If you go into System Preferences/General and set Scroll bars to show Always. The scroll bars show up in 1PW and you can just drag to scroll bar to scroll through. Until the bug is fixed

@abeck653 & @dankcochran @DTM is correct. While it's not perfect (the scrolling issue is still present) it does at least allow you an alternative scrolling method until it is fixed. Slightly worryingly is it has been in a couple of the 10.10.2 beta builds now...

I'm not sure if it is entirely an Apple issue, as scrolling seems to be working correctly in all my other applications that utilize this type of scrolling functionality. The fact that it does not work in 1Password, yet does in other apps, strongly indicates that there is some programming interaction in 1Password that is preventing the proper action. 30+ years of software design and development experience tells me that there is a high probability that an OS X function or capability is not being utilized appropriately, as I don't see this issue in other applications.

We've had reports from users telling us that 1Password is not the only affected app. It may very well be the only affected app on your systems though. We've poked around on our side and we haven't been able to find anything yet. You can be assured that if Apple ships the final 10.10.2 and this issue is still present in 1Password that we will absolutely be finding a workaround.

It might be we're using a particular style of window/layout that is affected but isn't commonly used. That might be why it isn't noticeable across all scrolling situations.
