Trying to upgrade to version 4

I believe it's true that version 4 for iOS is no longer available unless you already purchased that version. If you've never had version 4 at all, I think you're only upgrade path is to version 5, which requires iOS 8 to work.
But I'm not entirely certain I've understood your question correctly.

Do you already have 1Password 4 for iOS installed on your iPhone? If so, we should be able to get this to work. It sounds like you opened 1Password 4 and chose I've used 1Password before, then Import from version 3. Then when you tapped Open 1Password 3, it launched 1Password 3 but didn't prompt you to import data to the new version?
If that's correct, please follow these steps to try to get the import to work:
- Open the 1Password 3 app and go to Settings > Sync > Dropbox. Make sure Dropbox Sync is set to OFF.
- Double-click the Home button and swipe up on 1Password 3 to close it.
- Reopen the 1Password 3 app, enter your password, and you should be prompted to import to the new version.
