I'm having the same problem. I changed the master password and tried to sync my primary vault (iCloud), but the password it asks me to merge the vault with is not working. What is going on? How do I make the iCloud sync with my changed master password? Is the master password my vault password?

Yes the Master Password is the vault password. Its likely that the old is still using the old password and you are being asked to confirm it before a merge takes place.
I am afraid I have never changed my Master Password on iOS and therefore I am only giving a best guess on what you are seeing.

If you change your master password to the new password on all of your devices, does it sync then? There was a bug preventing them from syncing with iCloud sync. I'm not sure if it has been fixed yet, but changing it on all your devices should work in the meantime.

The passwords are still not syncing across platforms (iPhone and OS X) and changes don't "stick." In other words, I still have to use the original password under which the original vault was created...no matter how many times I change the Master Password and from where I change that password. Also, if I remove the 1Password app. from my iPhone and reinstall it, it requires me to use the original password in order to initiate the first sync. Then I have to manually change the password again. It's been this way for as long as I can remember.

In that case here is what we'll need to do:
1) Backup your data. Instructions for iOS can be found here: https://guides.agilebits.com/1password-ios/5/en/topic/itunes-backups
2) After making sure you have a good backup of each device saved, turn off iCloud syncing on each device
3) Pick one "primary" (iOS) device that has the most up to date information
4) On the primary device open 1Password > Settings > Advanced > Erase iCloud Data (do not do this until you are positive you have a good backup)
5) Set up iCloud syncing on the primary device
6) After waiting at least 20 minutes set up the rest of your devices to sync with iCloudPlease let us know how it turns out.

Ben, just to make sure we're on the same page, I can change my login password on my MacBook Pro and my iPhone. The problem arises when I remove my iPhone app. and reinstall it, the vault password defaults back to the original password that I used when setting up 1Password for the very first time. Will the solution you outline above solve that problem? (If not, I don't want to risk messing up the back-up and possibly losing data.) What exactly will this solution achieve, is what I'm really asking. Thanks!

This indicates the data in iCloud is stale and needs to be refreshed.

It should, yes.
What exactly will this solution achieve, is what I'm really asking.
It erases the data that iCloud holds. It doesn't erase any data on any of your devices (they all still keep a copy), but deletes iCloud's cache.
