Unable to Sync on a clean install of Android

So my phone wont let me sync a new install of 1password with my old vault.

I copied the vault to the on board storage not the SD card and reinstalled the Beta and off of the play store.

Does the phone need to be rooted for this to work?

    Ok jumped the gun just abit... the file didnt transfer completely and as a result had no data in it.
