I imagine you might be trying to sync a secondary vault as opposed to your primary vault. The current versions of 1P for Mac and 1P for iOS don't support wifi sync of secondary vaults but I suspect the new versions, due for release reasonably soon, may do so (because the current beta version of 1P5.1 for Mac does support wifi sync of secondary vaults). I'm merely assuming that may extend to sync of secondary vaults between iOS devices (as opposed to between a Mac and an iOS device) so I could be wrong about that aspect.
If none of this makes any sense :) please post again and tell us what versions of 1P you and your wife are using and on what devices.

We both have iPhone 6 and 6 plus using latest version of 1P with pro upgrade. I am really against doing any kind of sync to iCloud or any servers. I have just been adding my info hoping I would eventually learn there is a file that it creates but no luck. My last app "keypads" did that and I still have all that so... Just kinda a long for the ride on 1P to see what comes of it. When I finally got wife to use it. I sent her our banking info via airdrop then I saw the wifi sync option so I started reading a bit and it appears that it says you can have multiple vaults that you can sync. I would like to share one with my wife that we both sync to each other on wifi every so often. Is that not how it works?

As mentioned in my post above, I'm guessing that's how it will work once the new iOS and Mac versions of 1P are released. However, there's one thing you're going to need to consider. You'll see from this knowledge base article on 1P vaults in iOS that:
New vaults must be created from either 1Password 4 for Windows or Mac. Once a vault is created and synced to your iOS device, you can use it the same way you use your primary vault.
Obviously you can also use 1P5 to create vaults—but I have no idea whether the new iOS release will allow creation of vaults on iOS devices. If not, you're faced with the need to create those vaults on either a PC or Mac (which means buying 1P for Windows or 1P for Mac, of course) and then sync them to your phone before you can share any vault with your wife's phone.
By the way, to make it clear, no sync of 1P data happens until you expressly set up sync.

Hi guys,
@rsims, Stephen_c is correct that the upcoming versions of 1Password 5.1 for Mac and 1Password 5.2 for iOS will include support for syncing multiple vaults via Wi-Fi.
However, iOS does not have support to create your own vaults at the moment, you'll need the desktop apps to create the secondary vaults. We might be able to support this in the iOS app but I don't have a timeframe on this.
