Fill in User and PW without Enter Key

Is there a possibility to let 1Password fill in the fields but NOT simulate the enter key-
Background: there is also a security field with some characters to type in that changes every time.

    I'm not entirely sure I understand, but are you wanting to fill in the credentials, but not submit them? There is an option to do that now. Open a record to edit and look for the submit section. There you can change the circumstances that submission takes place. Each record could be different in this regard.

    A last question: what is the difference between "Send when active" and "Send always". What means "active" in this case?

    There is an option in the 1Password Preferences that controls whether you automatically submit credentials. The field I pointed to earlier allows you to customize the option for records individually. "Send when active" means to send when this option is checked. The image attached shows the preference.
