Let's first see if this suggestion to @TomWolsky will fix your existing item:
And before creating another new Citi item, you could edit your current one to replace the asterisk-containing username with your real username and see if that works.
If not, please try saving a new Citi Login manually and editing that item to fix its asterisk-containing username. And let us know which version numbers of 1Password and browser extension you're running if Citi is still giving you trouble after that. Thanks!

Tried that. Still no go. Using MAS 5.1 and Safari extension 4.2.5 on Yosemite. Saved a manual login with above URL. Same error saying wrong login or password. Clicking on the login field with asterisks and it shows full correct login. The password field turns pink. The only thing that works is to manually type both login and password. Note: When it fails, this is the URL - https://www.accountonline.com/cards/svc/LoginIntNext.do?SYNC_TOKEN=83b1164edbfe56abcbea8160a193a761 The TOKEN number changes each time.

This specific thread is in the Mac beta forum, 1Password 5.3 for Mac betas and 1Password 4.3.0 beta extension is using a radically different system for filling.
We know there is an issue with the 4.2.5 version for Citicard sites but we made changes to fix this in the 4.3 beta version. You'll have to wait for 1Password 5.3 for Mac and 1Password extension 4.3 updates to be available to get this fix.

If you have a Citi item that was manually saved and edited with valid credentials (no asterisks in the username), change its submit option to Never submit:
After filling with that item, manually click the
SIGN ON
button to submit. If the login is unsuccessful, try clicking in the User ID field after filling to reveal it without asterisks before submitting although I don't think that'll make a difference.The only thing that works is to manually type both login and password.
If all else fails, you might also try copying correct values from Citi item details in 1Password mini and pasting those into the login form before submitting. That would be easier than typing them in, if it works, until a fix is generally available.
