@beccaboop: Sorry for the confusion! The short version is that 1Password 4 and 5 cannot sync together via iCloud. When iOS compatibility allows, using the same version of 1Password on both devices should allow them to sync together -- with one caveat and a much longer answer...
iCloud now uses a different sync method on iOS 8, which is where you will be using 1Password 5 on your iPad. This does not 'talk' to the iCloud sync on iOS 7 and earlier, since it has been changed. Once you upgrade to iCloud Drive in iOS 8, other iOS 7 apps will not be able to access your iCloud data either.
Fortunately, you can still sync your 1Password data using Dropbox -- even if you are not able to upgrade to iOS 8 on your iPhone. Here are the (nearly identical) instructions for getting Dropbox Sync set up in 1Password 4 on iOS 7 or 1Password 5 on iOS 8. Just use the appropriate one, depending on where you have your existing 1Password vault set up.
For instance, if you currently have your 1Password data stored on your iPad, you will need to set up Dropbox there first, and then you will be able to complete the setup on your iPhone in order to sync the same data over. I hope this helps! :)
