Problem with upgrade from 1Password version 3 to 4. No access from Version 4 to vault
I am on Mac OSX Version 10.9.5 using Dropbox to sync between my iPad, iPhone, and Mac. I originally tried to install Version 5, but soon discovered my OS was not at the correct version. Downloaded Version 4 and installed it, opened the application and installed the license key. However, the application appears to not connect to my key file and indeed never asks to be connected. I only get the tutorial pages, and when I go to the Sync page, nothing is highlighted and it says it is locked. The application never seems challenge me for a login, but also does not seem to allow me to configure as if new. 1Password3 seems to still be working fine, but I have now removed all my browser extensions per the instructions. Please let me know what next steps I should try.

I'm sorry this is probably not the answer to your main problem but I note you said:

1P4 uses a licence file, not a licence key. 1P3 used a licence key. Maybe the first thing to check is that you are in fact adding the correct licence (although even if you're not you should merely get some sort of warning, rather than being apparently locked out in some way).
From where did you download 1P4—the AgileBits store or the Mac App Store?

I can see the 1Password welcome page in the background. You first need to click the Awesome! Let's Get Started button in the bottom right hand corner. Once you've done that you should be greeted with the more familiar Lock screen. This page, Running 1Password for the first time might be useful.
The sync options are greyed out because the vault isn't unlocked. Try that page I linked you to. If you're still having troubles do please let us know how far in the steps you can get and where it then diverges from what is expected.
