Can you please explain the problem a little more fully? You've posted in the 1P for iOS forum so I assume you're talking about 1P for iOS. What version of it do you have?
There isn't actually a "licence" for 1P for iOS so I'm not sure quite what you mean when you say the store:
does not upgrade my license after upgrading at the app store.
What exactly did you do at the App Store?
1P for iOS has an in-app purchase to enable pro features. Are you having some problem with that, perhaps?
I'm sure someone will be able to help you if you can provide the additional information.

- What is the version number of 1Password that you have installed? (Please include all relevant computers and devices)
- What is the version number of your operating system (for all computers and devices)?
