If I have 1P on my iPhone 6 and iPad air do I have to only pay one upgrade to the pro version fee for both devices?

Yes, Only one upgrade provided they are using the same Apple Id.

@PortugalGS: Just to expand on what thightower said, since the purchase is tied to your Apple ID, it will apply to any of your iOS devices -- provided they are logged into the same account. But note that in-app purchases are not supported by Apple's Family Sharing feature at this time. I hope this helps! :)

How do I log out of 1Password?
If I synch initially with wi-fi can I change synch method to iCloud at a later date and go back to wi-fi if I so desire.
Do you suggest changing 1Browser to safari?

WiFi sync can be enabled alongside either iCloud or Dropbox sync (though only either iCloud or Dropbox can be enabled at any given time for a vault).

I'm not sure I follow. Are you asking if you should use 1Browser instead of Safari? If so, my personal preference is to do so. I do almost everything in Safari vs 1Browser. If you are talking about the User Agent settings, I'd recommend leaving those alone unless you have a specific reason to change.
