Wifi Sync with 2 Macs Restores Deleted Items when Switch to other Mac
I have the latest 1Password 5.3 on 2 Macs and the latest IOS version. Since the recent updates I have noticed that when I switch from syncing with one Mac after deleting an item, the item is restored to the phone after syncing with the other Mac. To switch from one Mac to another, it seems, I have to disable syncing with the first Mac and then connect to the second Mac. My guess is that the switch deletes the sync history and when syncing with the second Mac, the deleted item rappers because IOS has no history with the second Mac.
This did not occur with the previous version, when I didn't have to disable sync to switch syncing from one Mac to another. Am I doing the switch incorrectly? I find that I need to go into "change wifi" to switch. This seems to wipe the sync history for the next time I reconnect to that Mac.

Your guess is entirely correct—and it's the reason AgileBits generally does not recommend trying to sync between two Macs using an iOS device as a bridge. You are not doing anything wrong: it's just the way wifi sync now works, with each Mac acting as a server for the iOS device.
Some others have found it inconvenient not to be able to use wifi sync to sync two Macs and have requested improvements. No doubt it's something AgileBits is considering but there's no indication of when, and whether, it might be implemented.
The current recommended methods of syncing two Macs are Dropbox, iCloud (if both use the same Apple ID and you bought 1P from the Mac App Store) or folder sync.

We do have an improvement request filed to see what we can do about this, but we'd continue to recommend Dropbox or iCloud in a situation like this.

You're very welcome. You may also want to look into folder sync + WiFi sync, if the Macs are on the same local network, as Stephen mentioned above.
