I can think of only one situation where this would happen. Is it the case that Firefox is your default web browser (you can view this in System Preferences > General > Default web browser) and are you clicking on a URL from within the main 1Password window? If you are trying to use open and fill then 1Password simply passes the URL to OS X rather than looking at your system to see if a browser is running. We rely on OS X to pass the URL to the 'right' program which is your default browser.
Would this explain at all what you're seeing? Unfortunately I don't know of a workaround at all to this. I've heard of some third party app that allows you to choose which browser deals with which URL but I've only heard of it in passing, never tried it and know little of it. It's called Choosy but that's pretty much the extent of my knowledge on it. Sorry.

littlebobbytables thanks for the reply. I've gone into the System Prefs>General...and find no way to designate a default browser. I'm running OS 10.9.5. A mystery to be pursued farther?

PS I rarely run Safari (I can't even get the 1Password symbol in the menu bar). so firefox is my preferred. Just couldn't get a particular website to respond in Firefox and tried checking it out in Safari.

@Danco I was going to mention Choosy as it my browser chooser of choice.
Check this article it may help locate what you are searching for, I covers most modern versions of OS X and was last updated in 10/2014 .

Hi @zzlion,
If you normally use Firefox and you don't want Safari as your default that's fine. To use 1Password from a different browser you would want to interact with 1Password mini through the browser extension. The situation I described above was likely the cause but there are ways around it.
In Safari, simply click on the 1Password extension icon and it will bring up the 1Password mini window. From there you can search your vault to find your Login item and selecting it from here will also perform an open and fill but it's from within Safari (kind of) and it should pass the URL to Safari instead.
Sorry about the bad intel on the default browser location. I do remember Apple changing it but I hadn't realised it was as recent as only Yosemite. Personally I think the new place makes more sense as if memory serves me correctly you have to launch Safari to change your default browser.
