TouchID doesn't become an option when invoked from extension
After a restart, touchID doesn't become an option unless you explicitly log in with the app. Every time it is invoked from Safari, I have to keep putting in my password. This basically means that after every reboot I have to open 1Password and put in my password once before it will let me use TouchID. Is there any way to fix this?

That is correct, and working as intended. Restarting your device clears temporarily stored items, such as your 1Password Master Password, from your iOS keychain. You can read a little bit about why it works this way using these two links:

I'm not sure you understood my issue. After a device reset, if I never open 1Password but invoke its extension through Safari, I continually have to put in my master password, it never prompts for TouchID. In such a scenario, it should only ask the master password once and prompt for TouchID on every successive attempt thereafter. It does not do that now.

Our developers are aware that after a device reboot you need to input your Master Password in the 1Password app (not the Safari extension) to enable Touch ID, yes. That may be something we can improve upon in the future, but it isn't currently something you can change (i.e. There is no setting you could change to change that behavior).
