I cannot get the info on the application into the app on my phone.
Would someone please help me? I cannot get the vault details on my PC onto my phone so I can use the app there?

When you say PC, do you mean a Windows PC, or a Mac? Exact instructions will vary slightly depending on which platforms you're using. You can find sync instructions for each platform here:

Windows: https://guides.agilebits.com/1password-windows/4/en/topic/sync-optionsDropbox is the most universal option available. It works on all of the platforms that 1Password runs on. As such, especially if you are having trouble with other methods, I'd recommend taking a look at that.
Please let us know how it turns out. If you're having trouble following the guide please let us know which step in which guide you are getting hung up on. What are you doing, what do you expect to happen, and what happens instead? Also: you provided very few details in your original post. If you are still having difficulties it would be very helpful to know which version of the operating system you have on each device (i.e. Windows 8.1, iOS 8.3, OS X 10.10.3), which version of 1Password you have on each device, and what error messages you are getting, if any.
