Error message trying to buy Pro Features (in-app purchase restrictions)

I am trying to buy the Pro Features within the 1Password app on my iPhone. When I hit the green "$9.99" button an error message says "Cannot Make Purchases - it looks like your iPhone isn't allowed to make purchases. . . . " and then instructs to go to settings > general > restrictions and turn off restrictions. But I did so - restrictions was always off, but still can't make the purchase.

Frustrated - I saved other category items like credit cards and passport at home on my desktop before trip, and nothing told me they wouldn't be accessible on my iOS device without buying Pro features. So I've been spinning my wheels trying to figure all this out.

    Okay, I was able to purchase Pro Features on my iPad and it enabled the folders and tags I had set up. So I went back to the iPhone, click Pro Features, then instead of clicking the green "$9.99" button, I pushed "Restore Purchases," and it says "In-app Purchases not allowed." So again, I went to check my settings > general > Restrictions and it says restrictions are off.

    Any help out there?

    I have a couple of suggestions:

    1) Please make sure you are logged in with your Apple ID. Also: were you logged in with that Apple ID when 1Password was first installed on the device? If you are or were logged into an account that had/has parental restrictions enabled that could certainly be a cause.

    2) You could try enabling restrictions, toggling the option to disable in-app purchases ON, then toggle it back OFF.

    The only other thing I can think of that you may want to try before contacting Apple is making an in-app purchase in another app, just to see if this is only happening with 1Password, or if it affects all apps.

    I hate to "pass the buck" here, but it sounds like your device thinks that you've disabled in-app purchases. If you've already done the basic troubleshooting of checking in Settings.app to make sure in-app purchases are not restricted, I think your best bet is going to be getting in touch with your local genius bar at an Apple Store, or if you do not have one readily available, contacting Apple by phone.
