Vault unlocking in Safari: oversight or bug?
Couldn't find that this has been reported before. The Safari extension requires manually entering the master password (not Touch ID) every time it's used unless it has been entered in the iOS app itself. i.e. Only the App, not the extension, can unlock the convenience of Touch ID. This behavior doesn't make sense UNLESS IT's an iOS limitation. If a user demonstrates he/she knows the master password in the extension, why not unlock Touch ID entry?
Oh, and the extension doesn't fill in my 1Password account name on your mobile site.
Oh, and neither the user name nor the password fill in on PayPal's mobile site. FYI.

In v5.5 of 1Password for iOS we have improved this behavior such that the extension obeys the lock/unlock settings in use in the main app. Hopefully that update will be available in the App Store soon (currently at Release Candidate status).

I'm not able to reproduce these issues. I was able to fill on both sites. Please try saving fresh logins for each of them:
