I hope you don't mind, but I've moved your post from the Mac forum to the iOS forum, since we're talking about 1Password for iOS here.
It is important to note that the 1Password app extension on iOS works differently than the browser extension that you might be familiar with if you also use 1Password on your Mac or PC. Many of these differences are due to differences in the way that iOS itself is designed. On iOS, 1Password doesn't have the ability to monitor what's happening on the webpages that you're viewing, so it has no way of knowing when you're filling in a username and a password.
However, if you have entered a username and password into mobile Safari and would like 1Password to save the details, you can simply bring up the app extension and select the 'new Login' button to create a new entry.
If I'm misunderstanding the situation, I'd love to get a bit more detail on where you are wanting 1Password to prompt you to save a Login. Is it in mobile Safari or are you using 1Browser within the 1Password for iOS app? The more detail you can provide about what you're seeing, the more quickly we'll be able to help you get straightened out.
