Trying to Sync between iphone and ipad

Using dropbox to sync ipad to iphone. They seem to see the same file, but Dropbox seems to loading encryption data but not transferring to the phone. What can i do?

    Have you confirmed that changes on one device do not appear on the other?

    I finally go it to go by uploading to dropbox first, then synching the phone to dropbox.
