@Motorcop33 - We are currently investigating this problem and we don't yet know if it is something on our end or a problem with iCloud. We are still trying to find the conditions that are causing this.
If you are using cellular, try moving to WiFi and that might kickstart things.
If this doesn't help can you try resetting your network settings. You can do this in the main Settings application, under General->Reset and choose Reset Network Settings
Before doing this, please note that it will:
- Remove your known wifi networks and their passwords. You'll have to re-add all of this data
- Potentially resetting VPN settings
- Any number of other network related settings might be reset.
- If you only have to add your home network, it's probably no big deal so long as you have your Wifi password available to you.

For what it is worth - I have the same problem with 1P 6 and iOS 9; syncing over iCloud on 4G will not work. However, quitting the application, turning on WiFi, and then doing a sync, works fine. I've also tried bringing up a VPN, and I was able to monitor the traffic; after a few seconds of activity, it ceases.
Haven't needed to do a full reset, but, it definitely isn't happy about syncing over 4G to iCloud.

@doetraar: We've been able to successfully reproduce this issue and are working on a solution, as it appears that has to do with the new Low Power mode in iOS 9.
Here's what you can try to fix this:
- Cancel out of the Sync screen where it is stuck on ‘Looking up iCloud information’
- Make sure Low Power mode is off. (Go to the phone’s general Settings -> Battery) You might also need to connect to power if battery is low.
- If needed, switch to Wi-Fi (get off cellular data) and wait for 1Password to attempt an iCloud sync.
In most cases, this fixes the issue.

Thanks @agmarshall - but in my case, that wasn't the issue; I don't use the Low Power mode, and it wasn't activated on my iPhone 6+. Indeed, it wasn't stuck at the "Looking up iCloud information" state here - it was more that it was stuck with "Syncing" for several hours, at least according to the interface and the spinning wheel in the corner.
When I ran the traffic through a VPN endpoint (via 4G) and tcpdumped the output, I could see a flurry of activity for a few seconds, but then it would essentially cease - the interface would still say "Syncing..." and the wheel would spin.
Indeed, being on WiFi worked fine for syncing, but that's not usually an option for me.

@doetraar: I'm sorry for the inconvenience. There's currently an issue with CloudKit syncing over cellular in iOS 9. While it's impossible to say for certain, I wonder if it may be related to the cellular Wi-Fi assist feature, since there didn't used to be any crossover between the two. For now, Wi-Fi seems to be a solid workaround, but we'll continue to pursue this. Thanks for your patience!
