My wife and I both have an iPhone six. My wife is unable to sync 1Password with iCloud.
We each have a separate iCloud account. We do not wish to sync with dropbox or Wi-Fi. Are we unable to sync both phones with 1password because we have separate accounts? If this is the case can we purchase another account from1password just for my wife's phone. And if so how to duplicate the vault in my phone to my wife's phone. Thank you very much.

I hope you don't mind, but I've moved your message to our iOS forum, since that's the version of 1Password you're using/asking about.
It sounds like you and your wife want to sync/share your 1Password vaults with each other via iCloud sync? Unfortunately, iCloud does not let you share the data with a different iCloud account. This isn't something we have control over, it's just not something that can be done in iCloud at this time. Sharing a 1Password vault is done using the sync service being used, not the 1Password app. For example, take a look at this knowledgebase article. In the steps to share a vault with someone else, you'll notice the act of sharing a folder in Dropbox is done using the Dropbox software (1Password simply copies your vault to that folder on your Mac, and Dropbox takes care of the rest). Right now, iCloud doesn't have that same sharing option as Dropbox.
I'm sorry I don't have a better answer for you about that! At this time, if you and your wife want to share a 1Password vault between your iPhones, you'll need to use Dropbox sync to do that.
