My 1Password does not sync between my iphone6plus and my macbook pro running OS X El Capitan

I have more logins, secure notes, etc. on my Macbook Pro than on my iphone6plus. I just typed in a new login called Testing iCloud Sync on my phone. It does not post to my macbook pro.

    the sync type is iCloud. The OS X is El Capitan.

It appears you've already reviewed our knowledge base articles on iCloud sync issues, so the next step would be to get a look under the hood on each your Mac and iPhone. I'd like to ask you to create some Diagnostics Reports, one from each of your devices.

    I just realized that my iPad is even worse off.
